How to Immobilize a State

Imagine if you will a state, let's say California, has legislated that all over-the-road vehicles are to be powered by battery. Of course the elites who have jets and plenty of jet fuel have nothing to worry about.

Now let's say you have a summer of exceptionally high numbers of forest fires causing communities to be isolated and the electric companies to turn off power to those areas. Charging stations would not be operable forcing victims to hold in place. 

 

Let's now move into the winter and power outages due to storms.  This would prevent anyone with electric vehicles from being able to seek shelter or food and once again strand the victims. 

You might think this is poor planning on the part of the legislators who wrote and passed the bill, but could it have been planned?
